Making webserver folder contents visible to public

On my server (hosted by a company) I made a folder. I've set the permissions to Read and Execute for all user goups (owner, Group and Other). But still, when entering the url, containing the folder, I get a 403: Permission Denied. How do I make the contents of a specific folder visible to people who enter the URL, containing the name of the folder?

I don't have much expertise in this area, but do you have any .htaccess files in that folder. I had a similar problem, and once I deleted that file, I could access it.
