No boot up or shutdown sounds

I can't figure out why my newly built system won't play startup or shutdown sounds. I've tried changing the sound scheme in the control panel and even creating a new one but it makes no difference. All other sounds work perfect. It's not a big deal, just one of those little gnats that bug me.
Any ideas?
 
Thanks mucho Cyberbabe! The TweakUI fix worked right away. I had seen the list of reg fixes and even have them bookmarked but never thought of looking there either.
