Not sure where to post this...but im having major issues.

So I dont know what happened but i was just wasting time online, when i closed netscape I noticed that my background had been changed to this advertisement for spyware. No matter what i do i cant seem to change it. I went into the control panal and tried to change it but it doesnt seem to be working.
if someone could help me out that would be great

Sounds like you got some adware (ironically enough). Get either [google]Spybot[/google] or [google]Ad-aware[/google] and scan your system.

 

I'd do a virus scan aswell. Just to check.

 

I'd say get both! Also, I'd recommend AVG Free to make sure you're virus-free.

 

Is it black with yellow text?

If so it's what my brother had a couple days ago. You can drag it down a bit and then close it as normal.
