Play console on pc monitor?

Are there any TV tuners that can make old low res games on the ps2 and game cube look as they should? Most seem to have this sort of filtering that looks like absolute crap. The games look nothing like they should.

I think if your monitor allows for 1:1 mapping, then it will display the image at its correct resolution
