    Do you think i need to reinstall windows because it is still using the old chipset drivers?

    Shouldn't have to, but you could always try a repair if you wanted.

    I just red in my mobo book.
    Install only 1.5V agp cards on this mobo! 3.3 AGP cards are not supported in this motherboard.

    If installing the ATI 9500 or 9700 pro series VGA cards, only use the card version PN xxx-xxxxx-30 or later, for optimm performance and overclocking stability.

    Well my cards PN is xxx-xxxxx-00

    Is this my problem?

    By the specs, no. The Radeon 9500/9700 were AGP 8x compatible. Now, it's possible there's some bug with older revisions of the chips, but I don't know one way or the other. I could be wrong, but I believe that (at least) early versions of the A8V weren't following all specs and that did cause some issues. I didn't really look into it at all, but I do remember some uproar about the A8V.

    Well i come to find out that my Ati radeon 9500 is defective so i had to buy a new 1. im on a very tight budget but i manged to get a ATI Radeon X1300. what do you think? better then my last 1 or? thx guys

    Yes, it's a superior card and better then your last one.
